Monitoring, Evaluation & Learning (MEL) Expert

Kingsley Amegah is MSR’s Monitoring, Evaluation and Learning (MEL) Expert, bringing more than twelve years of experience in monitoring and evaluation, health systems research, data science, health informatics and programme performance management. Over the years, he has worked with the Ghana Health Service, Christian Health Association of Ghana (CHAG), the National Malaria Elimination Programme and several research and development partners, supporting the design, implementation and evaluation of programmes that rely on robust evidence for decision-making. His expertise spans monitoring frameworks, survey design, impact evaluation, data quality assurance, statistical analysis, digital data collection systems and performance reporting.

At MSR, Kingsley provides technical leadership on monitoring, evaluation and learning assignments, supporting clients to measure outcomes, assess programme effectiveness and generate actionable evidence for policy and management decisions. He has extensive experience designing digital data collection systems, managing large-scale datasets, developing dashboards and translating complex findings into practical recommendations for both technical and non-technical audiences. Kingsley has trained more than 1,500 professionals in data management, analytics and digital reporting systems and has contributed to numerous peer-reviewed publications in public health and development. He holds an MSc in Data Management and Analysis from the University of Cape Coast, a BSc in Public Health (Informatics) from the Catholic University of Ghana, and is currently pursuing a European Joint Master’s programme in Digital Society, Social Innovation and Global Citizenship across leading universities in the Czech Republic, Austria and Italy.
